Spring rubbing

I was under the car changing rear end fluid and noticed this problem. Can anybody help figure out what is going on. The owner before me did lower the car.

See if the spring looks like this at the bottom. Perhaps the PO cut the spring off to lower the car and it doesn't fit anymore.
