304 at the crank?

Is hp and ft lbs number given at the crank? If so what are the rear wheel numbers?

numbers from manufatures are always at the crank.

As for what are the numbers at the rear wheels - the only way to be positive would be to put several V6 Camaros on a Dino and see what the averge is.

But as an off hand guess - assuming a 15% power loss - the numbers should be about 264 hp & 237 ft-lbs at the rear wheels.
