water burning out front running lights-best way to fix

I did a search and came up with zero threads, and I know I'm not the only one with this problem, so what can be done to fix it. There is a good quarter inch of water in both of them, I wouldn't care but having them burnt makes the blinkers stop working, so should i just drill a few holes on the bottom so water can escape or put some RTV sealant around to seal everything up.
