is it possible that my tps voltage is low, causing my trans not to downshift at WOT?

is it possible that my tps voltage is low, causing my trans not to downshift at WOT?

i measured my TPS voltage at WOT and it reads 4.38 volts, i was wondering if my tps voltage is to low at WOT, can this be causing my car not to downshift into second gear at WOT when crusing at speeds of 45 mph or faster? do you guys think that my TPS voltage is low? can this be causing my downshift problem at WOT that the pcm doesn't see full tps voltage at wot?

I think so I have a lt1 one with the automatic, the tps sensor was shot, and it i WOT the car it would upshift actually, repleced that, and been fine since over 20k ago.
