Question On Parking Brake Adjustment.

I'm going to change my pads and rotors tomorrow and I was reading threw my Hayne's manual before hand. My question is do you reset the parking brake before or after you seat the new pads to the rotor?

Also, how do I get the actuator return spring off as described in the Haynes manual? The way the Haynes manual says to do it is a pain in the butt (pry it up with a flatblade screwdriver) and I couldn't get it last time. I ended up just unhooking the cables.

After, and as far as the actuater spring goes, the easiest way (if you need the spring off only) to remove it (why are you removing them again?) is to remove the bolts holding the actuator bracket on, and let the spring push it's way off and out. Just remember/mark where the spring goes and rock/push it back in the same way. (sounds alot harder than it is.) Unless you positively need to remove them, detach the cables as you did before.
