Angry HELP !!!!

Having some problems in CALIFORNIA !!!
My BAD 1996 Z is having problems passing
this F&%$ing California SMOG ! I've had
3 SMOG tests in the past 2 weeks !! My
HC's are too high (MAX is 55....I'm doing
76 to 128 depending on the station ). The state dropped the HC standard from 112 in 2000 / to 55 in 2002.
SICK !!!!!! I've done the spark plugs,wires,clean the K&N,Cleaned the fuel injectors...Friday i will change all 4 O2 plugs..the car has JBA headers and has 109,000 miles on it and RUNS CHERRY !! WHAT THE HECK CALIFORNIA !!! Could it be my DARN CATS ?? I'm not getting any check engine light,What the heck ?? Any ideas ?? Any place i can get cats for my 96 with OBD2 ??
RANDOM TECHNOLOGY IS ILLEGAL IN CALIFORNIA ON OBD2 CARS !! Been there tried that ! HELP !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

I'm sure you need new cats. They don't last forever. I actually picked up HP cause mine were cloged up with years of crap. Another thing, you could be running too rich. You could disconnect one of your fuel injectors just before you pull into the testing bay. Or try adding denatured alchol to your gas tank, add 1 quart to every 3 gallons of gas. They sell it at Home Depot in 1 gallon cans.

P.S. Random Tech Cats suck! They won't out flow a stock cat.
