Bottle heater questions.

Bottle heater questions.
So my buddy wired up my bottle heater for me I just had a few questions...
First is it normal that only a small surface area of the heater pad heats the bottle? It looks like it has tiny 'filaments' over almost all of it but I was feeling around with my hand and could only feel a small area where it was actually heating from.
And second, since it's only a small area heating the bottle, it takes quite a long time for the bottle to reach operating psi... right now I have it set at 1000 psi, so typically when I first open the bottle and it's cold it will show 650-700 psi or so... then it takes like a good 20-25 mins at least to get it up to 1000 which is where I have my automatic switch set at to keep it there. Is this pretty much standard for everyone?
Just want to make sure everything is working properly...
