Is it supposed to be like this?

I have a 97 SS. In between my EVAP canister purge solenoid valve and the line that runs back to the evap canister I have a little black box (with a round face) with an electrical connector in it that also has a vacuum hose on the bottom with a 90 degree turn in it heading to the back of the car. I could not find it on shoebox's web site (I think he has a 95). The thing is the vacuum hose (I think its a vacuum hose) is open, not connected to anything. Is it supposed to be like that? I cant find any hoses that look like they should go to it, nor can I find it in my manual - Thanks

Item #26 in the Drawings/Exploded Views section. It's just a vent hose (#15). Nothing is connected to it. The round thing (#11) is a vacuum switch to monitor the performance of the EVAP system.

That is the way my friends 97SS and my friends 97Z we always wondered wtf it was for.
