1LE parts are not that expensive IMO.
What is different depends on the year. The thirdgen years (88-92) were stripper cars, with big brakes and the top line suspension (same as WS6 or IROC). '93 1LE's weren't much different than the base Z28, but had better sway bars, shocks and bushings. '94-'99 1LE's also had stiffer springs. '96-'99 1LE's have Koni double adjustable shocks. All '93-'99 1LE's are stripper cars. GM dropped the 1LE option in '99. SLP brought it back for '01-'02 on cars they built. They changed the sway bars to a larger size.
As for why is a 1LE special. Well, watch this video of my old '98 1LE and you will have a better idea. It had a bone stock suspension. The only mods were 16" R compound tires on stock wheels, LoudMouth, brake pads and 5-point harness:
