Wiring question
Okay so I was having come electrical issues with my car. When I would let it warm up the voltage would drop into the red and the car would stall out at times. I took it to my mechanic and he told me that it's most likely the wiring harness or the ecu. So I took off my wiring harness and inspected it for any cut wires and all that good stuff. When I was taking it off I noticed a few things that I wanted to ask you guys about.
These 2 wires came out of the harness that comes from the fuse box under the hood on the driver's side. They were just laying by the ecu and when I traced them all that way they go under that dash into the box in the second picture. They are the twisted green and tan pair. It's kinda hard to tell where they're going from the pic so I'll take a better one if needed.
These wires lead from under the hood and I think they're connected to the c100 connector if I'm not mistaken. When I ground the black wire in the 2nd picture the fans turn on if the ignition is on. That's actually the only way to turn them on.
The harness that comes out of the driver's side fender and joins the harness that comes out of the fuse/relay box has a black wire coming out of it and it looks like it was at one point a ground that broke off so I think I should be safe just grounding it. As a matter of fact it's most likely coming from the cruise control module
And also should this right here have any vacuum lines or anything going to it? It's on the driver's side kind of near the fuse box. The car doesn't have an air pump anymore but I don't know if this had anything to do with it but there were some dry rotted pieces of vacuum line on it.
Any input is much appreciated.

You need to include the year of the vehicle and the engine type.
Why not add a "signature" with basic info about your car - year, model, engine, trans and major mods. That way the info is always appended to the bottom of your post, and no one has to ask you for it before they can help you.

ADD A SIGNATURE!!!
Go to the red task bar at the top of every page. Left click on "User CP". On the dropdown. left click on "Edit Signature". On the box that appears, type the suggested info. It will be appended to the bottom of every post, unless you "uncheck" the signature option at the bottom of each individual post.
Everything below this line is part of my "signature".
