My driver side taillight does not blink or flash for my brakes. When I turn the blinker on the light in the dash just stays solid green but the tailight will not flash. However when I turn my lights on at night these lights do come on so the bulbs are fine. What can be done so that my flasher and brake light will come on in this taillight?

All your bulbs come on at night, but your running lights are not the same as the flashing lights or the brake lights. Same bulb, different filament for each, I believe. Therefore, you have a defective bulb somewhere.
