the bolt that held the plastic radiator shroud to the frame have all rusted and broken off. Whats the best way to get the bolt shafts out of the hols so i can stick new bolts in? i tryed drilling them out but broke 2 drill bits? is there a special drill bit i can use? any other ideas?

Most good quality hardware stores will sell screw extractor bits that will most likely do better than your drill bits. If not, titanium tipped bits work well
