mileage and trip meter not working properly

mileage and trip meter not working properly
I have a 95 Trans am that wont record miles on either the trip meter or main mileage gauge until i reach 55 mph and above. Any suggestions are appreciated and thank you in advance.

If the speedometer is working correctly, it would seem to be a problem with the cluster. Both the speedo and the odo are both driven by the same signal from the PCM.
