Yes - at high speeds but even then very little.
If you were going for a top speed test (200+MPH) - you would defintely want them down.
If you are racing someone - there will be no difference in performance.
So if you just beat someone in a race and he says "I would have won if I would have had my headlights down....."
That's a crock.

Hmmm ... next time I go to the track, I'll see if I run slower with the lights up.
I know the bike guys swear that having their mirrors folded in (or removed) makes them go faster. Of course, they are also running 8 seconds at 160+ MPH.

Anything that breaks up the aerodynamics will slow it down a bit. Not really enough to worry about it though on the street though.
I can remember reading an article close to 20 years ago were they said that Ferrari did some testing on the Testarossa and found that by having the headlights up it took something like 5 mph off of the top speed. Not positive, but I think a Testerossa had a top speed of something like 180 mph or so (not positive though).
Someone would have to be insane to drive on public streets at speeds like that at night.
Not sure how much it might slow you down on the strip though.
