The most RIDICULOUS horn issue ever

This is driving me NUTS! and so far it doesnt seem like this has happened to anybody else.. anyway about a year ago i added a two 12v outlets on the same circuit as my stock outlet ('95 z28), one above the original and one inside the center console. this was primarily done so i could have a dedicated outlet for my passport radar detector. all was well for awhile, save for a weird issue where some of the car electronics would occasionally trigger the radar detector, like the horn. i can deal with false positives, so whatever. a few weeks ago though, the horn just started honking itself! while im driving or stopped, it doesnt matter. sometimes it starts to honk as soon as i lock and shut the door. it kind of stops when you play with the horn buttons, like a bad contact or something, but i had to pull the fuse, rendering my outlets useless. its definitely causing me some issues. anybody have any ideas? where should i start? i have no idea how to tear the airbag off the steering wheel...

I'll move it.

Sounds like a problem with the horn relay, or the switches or slip-ring in the steering wheel.

Try this while the horn is blowing and the Cigar/horn fuse is installed:

Unplug the Horn relay. Then plug it back in.

If you can feel the relay click, the problem is not with the relay.

If you feel no click, replace the horn relay. In the meantime, try smacking the relay on the floor hard several times. Then plug it back in. Sometimes that "unsticks" them.
