in the 1st gens the z28 wasn't anywhere near being top dog. it was a stripper version w/ a 5 liter engine to make the cars legal for trans am racing. ZL1 was king and SS was the top regularly optioned car.
2nd gen after about 73 the Z28 was useless once they pulled the LT-1 out of them.
3rd gens RS models were available w/ any option you wanted as long as it wasn't hp you were looking for. v6, v8(305 tbi only) in auto or 5spd.
3rd gen I'd say the B4c or 350 tpi IROC would be "top dog" performance wise, but don't exclude the 1LE.
4th gen pecking order is v6, RS v6, z28, B4C, 1LE, SS.

What many people today don't realise is that the Z28's 290hp was at, like 5000rpm not the 7000 red line. GM did this to keep the insurance prices down.
From a Z28 book.
Dynomometer tests at close to 400 horsepower made a joke of its 290-horsepower rating.

I don't doubt that that 69 Z makes closer to 400 fwhp by the old rating system. Throw a crossram and 30/30 cam in it and see that number grow. I've got time slips @ 14.4 @ 109 from our 69 Z w/ blueprinted stock motor and radials.
