A/C pressures after recharge

I bought a recharge kit from Pep boys that included a can of r134a and a tube that had a gauge on it. The gauge had a slider on it that allowed you to select the outside temperature to help you dial in what pressure you should be seeing.

I put a full can of r134a in and the gauge never registered in the "green" with the A/C on. As soon as I turn the car off, the pressure jumps up past the "green" section deep into the red.

In other words, with the AC on the pressure is low. With the AC off, pressure jumps up very high. Is this normal?

Yes that's normal. With the compressor off you're reading "static" pressure.
