Blowing A/C cruise fuse?

I have a 1995 z28 and recently it is blowing the fuse #12 for A/C and cruise. If I leave the the heat air switch off the cruise works fine. As soon as I turn on the air it blows the fuse and the cruise disengages and stops working. Could this be cause by a faulty a/c clutch?

If you have pinned it down to the clutch circuit, the only things in the clutch circuit are the A/C clutch relay, the clutch, connector C100, and the wires that connect them. One of those has to have a short.
