Its BS, dont listen to it.
You can do it yourself if you REALLY want to. It just advances timing because it thinks the air is colder. You MAY see as much as 5 hp, but its a joke really.
All it is is a resistor placed either in place or in series with the IAT.

the only way you'll really know if it is affecting the car...positive or negatively...is to do a dyno, track or monitor the ECM with a scanner like that article does.
it it is causing 1-2 degrees of knock retard there is NO way it is helping...but it also isn't enough for you to really feel it since it probably is only in higher rpms.
but think about it. if it is 95* out (air temp and heat from road) and that is causing your car to think it's 35* out...that is a big difference and alot of hot air with quite a bit of advanced timing. i can easily see why it could cause knock.
it may not be so bad in cooler temps...like i keep mine in during winter in FL (avg temp 60ish), but take it out in the summer.
like i said, i plan to monitor it's affect on my car soon. and i'm also wondering if higher octane will cure this, allowing you to take better advantage of it.
bottom line...EVERY car is different....and there is NOWAY you'll see 18hp....maybe 5

oh...and it shouldn't require any "learn time" for the ecm. since it's a direct sensor feed
just like if you were to drive the car one day in 80* weather and the next day in 35* weather.
