Now that I have determined that I do have a head gasket leak, should I still have the heads reworked before replacing the gaskets, even though the car hasn't been ran hot and there is no water in the oil? Or is safe just to pull the head and intake and replace the gaskets?

To be on the safe side, I would just say swap it. Easier and probably cheaper too.

Depending on your budget.... you're only looking at another 100-150 dollars more to know you're good ... if you're wrong you get to do it again for more money & time
personal opinion rework both heads...
