Car making noise

Does anyone know what this noise is.

I thought it was the belts but I sprayed them and it's still making noise. Could it be the pulley

It's hard to be sure, but that sounds to me like a loose, wobbling pulley.

I thought it might be a pulley it sounds like it was coming from below the belt. Weird thing is it goes away after about 10 mins of driving

Take one belt off at a time, and BRIEFLY start the engine. See if the noise disappears.
