1995 Z28 Driver door window will not go up
Driver window will not go up most of the time. The window will do down when switch is held down or in express mode. Will stop going down in express mode if the up is hit before fully down. If switch is pushed to up, it will go up if switched before fully down. If stopped while going down it will hold position. If not fully down, it will respond to switch and go up until all the way up or stopped. If fully down it will not come back up for some period of time and at random.
Using the switch when full down and not going up the following happens:
If switched to down you hear a click from under the dash.
If switched to down in a few seconds you will also hear a click from under the dash and no movement. Also, no motor sound. If you switch to up after the second click there will be no click from under the dash.
If switched to down you hear click under the dash, then hit the down again there will also be a click under the dash. If you press the switch to the up mode after this there is no click.
When switching the down mode the 1st click seems to happen on the push down bottoming, the 2nd click from the down mode switching seems to happen when the switch is allowed to return up to the neutral position.
There was a new motor installed two years ago.

Removed door panel and test for voltage to motor. When pressed there is 11 to13 volts. No sound or movement by motor or window. How can one get the window up?

If there is 12v difference for the two wires at the motor, then the motor is defective (of course). The most likely cause is a defective circuit breaker inside the motor or an open circuit at the motor brushes. You can reach the motor internal circuit breaker output by probing with a sharp tool (nail?) through a hole (inside orange circle) in the end of the motor. The green shows the circuit breaker and internal conductors underneath the white plastic end piece. Jumper the wire shown at the upper right to the nail in the hole to bypass the breaker and energize the motor, If this does not work, the brushes or windings are open. This is only a temporary fix to get the window up.

Is it possible to remove the lift motor with the window down?
If so does the window then have to be manually put up to install the new motor?
Just can not get the window to go up manually with the motor in place.

Here's a detailed photo procedure for replacing the window motor. At some point, you have to have the window in the "up" position.

It was the motor. New motor installed. It can be done with the window down. Just need a mechanic with small hands and fingers to work inside door with window down. Protect down window with inserted bath towel to avoid scratches or breakage from tool oops. Window now up, down, up, etc.

Glad you got it fixed. When I bought my car the driver window was up but didn't go down. I attempted to replace the motor myself but was unsuccessful. The window also moved back and forth about an inch or so and there was a scratch mark on the tint (and subsequently the glass) from it moving up and down against a metal piece at the top of the door.
I took it to a local body shop and they replaced the motor and a couple of parts that had broken. The glass doesn't move back and forth any more and the window works just fine. The glass though is etched by the metal piece. Not enough for me to want to get a new window. I just took off the old window tint and had it tinted again.
