02 Firebird Headlight wont RISE sometimes.

I've replaced the Nylon gear with the Brass Gears in my 02 Firebird and I also purchased a brace off of Ebay to hold the cap in place because the passenger side one had a very hard time staying in place..

On my passenger side headlight, the one with the brace in place... SOMETIMES, and not always, when I activate the headlights, only drivers side rises but the passenger side doesnt budge. Turn them off and turn them on again, same thing... and keep doing it about 5 times and it will finally come up. It always goes down just fine, no grinding or anything. I've noticed it usually happens after its been sitting during a long rain. Rust??? After they raise up once, you can turn them off and reactivate them and they'll work fine... What gives here?

any word on this? My 98 TA driver side headlight cover just started doing the same thing. I'm pretty sure its not the gear as I replaced it with the metal ones 2 years ago. When I swapped the fuses for the left and the right the driver side worked again. Then immediately stopped working again. Hope its not an electrical issue.
