Exclamation No start

ok so recently i spun a rod bearing so i had my motor built to a 383 stroker painted and everything done inside engine. the car ran and started up fine before this, when the mechanic gave me back my car alll i had to do was the intake manifold, fuel rail, puleys, and icm and coil. right now i tested the opti im getting the correct voltage as well as fuel. my ground of icm is 5.51 ohms the a and d part has spiking voltage from 100mv to .5v and shots back done then back up....same thing with b. the coil plugs the gray and black connectors dont have anything either can someone please help me figure this out?!!!!!!

What exactly is happening? Is the car turning over and not firing up? Is the battery fully charged?

ok so car cranks everything in opti harness checks out... as for icm and coil nothing is being powered..the icm harness has .2 ohms for ground b when i crank in ac volts has 1.5-2 v... a and d have weird voltage... 100mv-.5v then back done and up..i have fuel pressure just no constant 10+ volts for a and d...also the gray connector and black conector dont have voltage either that goes to the coil.... i also checked for continuity for the coil itslef and got 8.63 for all four terminals..im really at whits end...
