No power to dash and no start
The other day I changed to oil in my car and noticed the serpentine belt was off the balancer so I lined it back up got everything the way it should be went to drive it and the belt frayed out well I shut the car off and cut the belt so it would get back to the house and got in it and now I have no power to the dash no lights or anything come on when I turn the key over or anything and it will not even turn over but I have power to my accessories and all please help I've looked over everything and nothing looks like it's been hit and as soon as I heard the belt hit the hood I cut it off the car is a 96 z28 auto

What accessories have power? That will allo us to trace back through the wiring diagrams to determine where the damage may be.

Sorry about that. I'm not on a computer so spellcheck does everything.
Anyways I have power to my headlights the ac and all that turns on
I have my fans run into the fuse box in the car thru the ignition accessorie port and they do not have power either

What part of the A/C turns on.... other than the fan for the complete HVAC system, the rest of the system requires the engine to run. And what is included in "all that"? So far, I'm guessing the headlights and the HVAC blower are working.

Just the blower motor turns on not the compressor for the actual ac. I have power to all the lights in the car, my head lights work. Nothing on the dash works at all no check engine light or anything. None of the gauges move when I turn the key over either.

Sounds like something got whacked by the flailing belt. I would use a meter or test light to check the power at each fuse under the hood and inside the car, with the ignition switch on. Make a list and post it here. Not all fuses will normally have power. That way we can help narrow the search. Fuses normally have a small hole at each end for probing. Check from chassis ground to both ends of the fuse. The goal here is to not particularly test the fuse but to find out where the power is now.

I wonder if a short took out a few of the fusible links.
As Gary and I have noted, an accurate list of what has power and what doesn't would enable a logical trace of affected circuits through the wiring schematics.
So far you indicate there are no dash lights, although the SECURITY light is flashing. Power to the HVAC blower. Headlights work. Any other exterior lights?

When you solve the electrical problem, you need to figure out why the belt was off the harmonic damper pulley, and why it frayed when you reinstalled it. The damper is an inner and outer concentric iron rings, held together by a hard rubber ring between them. If the rubber ring cracks, the damper pulley can wobble, throwing the belt. Might want to check the damper.
