Why cut/weld EGR? instead of buying w/o it?
I mean I know there are quite a few headers that come either way.
Why does everyone weld up the headers?
Wouldn't slag on the inside of the "tuned" pipes make them "not tuned" or at least less effective? Plus not many people have the skills to make them look like they came that way... Im totally bummed I cannot find a used set with air/egr.

Where did you get the info that "everyone weld(s) up the headers"? I don't know anyone that used any method other than a block off plate for the single EGR connection. That's how I did mine.

To "weld" the EGR, you would either have to cut it off and weld a cover over the hole in the #8 primary, or you put a blanking plate over the flange on the riser tube and weld it up. Again, I've only been working on these cars for 17 years.... and I've never seen anyone weld the EGR connection closed, just use the blanking plate, bolted.
Must be a very recent development.

As noted above, some people will insert a plug in the AIR connections, and weld it closed, but AIR has nothing to do with EGR. And you can close off the AIR connections with a metric oil drain plug:

no I totally understand how easy it is to seal them, I just didn't understand the troublw anyone would go through to weld a set of headers up when they could have just plugged them
