P0412 - AIR System
I'm having the SES light come on showing a p0142 code. Apparently its an issue with the bank3, sensor 1 02 sensor. I'm trying to see which sensor it is, i know its downstream but not sure if its driver or passenger side. Car is a 2002 Camaro Z28

Are you sure it's P0142? I accessed the GM website for the 2002 LS1 V8 code list, and it does not show that code. The 2000 shop manual, which should be similar, also does not show that code.
Additionally, with a V8 engine there are only 2 "banks".... Bank 1 = the left (drivers) side of the V with cylinders # 1, 3, 5, 7 and Bank 2 = the right (passenger) side of the V with cylinders # 2, 4, 6, 8. Each bank of the engine has a pre-cat sensor (position 1) and an after-cat sensor (position 2).
There is no "Bank 3" of your engine.

Can't help you then. GM does not show that code as applicable to your engine. Your engine does not use a "Sensor 3" on either side. It has Bank 1/Sensor 1, Bank 1/Sensor 2, Bank 2/Sensor 1, and Bank 2/Sensor 2.

P0412 = AIR Injection System Solenoid Control Circuit Malfunction
The PCM tried to operate the AIR system solenoid relay (controls the AIR pump), and the voltage on the circuit did not match the expected voltage. Since both the AIR pump and the bypass valve operate off the same fuse, its unlikely the fuse is blown, or you would have a code for the AIR pump itself. But it's worth a check. Look at the 30A mini-fuse in the underhood fuse and relay box #1, labeled "AIR PUMP".
If that checks out OK, it gets a bit more complicated, because the problem may be a faulty relay, a problem with the wiring harness, or a problem with the PCM.
[EDIT] - I also edited your topic, so it matches what the code finally turned out to be.
