4L60E Never seems to "fully" engage converter/trans problem?

I have a 95 TA about a year ago put a engine and transmission both fully rebuilt. Didnt drive much at first but I am now starting to get some miles on them, maybe 2k and it seems to drive pretty well I monitor temp and never gets hot and fluid is staying nice and clean. I may have bit myself when I purchased the stall converter. My problem is when accelerating harder it seems to slip instead of engaging hard like I would think. It is supposed to be 2800-3k stall...when trying to "stall" tires break loose at maybe 2k 2200 and under normal driving transmission shifts ok and even when on the throttle shifts good just does not feel like converter is fully engaging transmission. I am trying to figure out if it is a problem with the converter or transmission. If it is the converter I will buy a quality converter but if it is the trans I may be inclined to look into other options other than the 4l60e. The converter I got does have the nitrous plate/anti-ballooning plate I purchased it on ebay it was not the cheapest but obviously not the best. Just trying to figure out how I can tell. My tune is also not accurate for gears/tire size could that affect engagement? Car has 3.42 tuned for 3.73

This could be either the converter or the transmissions forward clutches. Does it act like this in all gears?
Is this the original trans or is it possible somebody put a '96-'97 unit in it?

Dpn't sell a 4L60E short. You won't find a better transmission for a performance application.

The transmission was a rebuilt unit I am looking for the spec sheet but it has the corvette servos and upgraded internals. it came with 2 yr 50k warranty.
I also have never driven a car with a stall either so I am not sure if it is not to what I was expecting or if something is wrong. Seems to be that way in every gear although I notice it more while cruising a constant speed then accelerating it still accelerates but just doesnt feel like it fully engages or a noticable difference in acceleration. overall I am happy with the 4l60e it shifts great fast and does not slam in gear.

It's possible that you're just feeling the stall..
