What do I need to remove speed limiter?
A friend at work has a 94 firebird lt1 and his car has that speed limiter 110mph and he wants it off
And I was wondering what he or I needs to remove it?
I do have that 12 pin USB cable for the scan9495 but wasn't sure if that program has that ability since mine is a 93
Any advice or help will be appreciated

The speed limiter is set in the PCM program. Can't program with Scan9495.
You need one of these:
1 - A mail order tune.
Home | PCM for Less
2 - Programming software like LT1_Edit, TunerCATS, etc.
TunerCat
CARPUTING.COM
TunerPro and TunerPro RT - Professional Automobile Tuning Software
3 - A used Hypertech power programmer. If you find one, make sure the original owner has returned his PCM to "stock", or the Hypertech will not function on a new VIN.
May also be able to change it with a Tech 1 or Tech 2 (GM mechanic's tool).

Never tried it, to I can't say yes or no. In any case, the dealer would probably insist that he install tires that have a speed rating equal to, or greater than the speed he wants it set to. In 94, if you didn't get the "Z" speed rated tires, you have a speed limiter in the range you mention. If you got the Z-rated tires (RPO "QLC") the speed limiter field was set to "255".

I know he has corvette rims/tires but no clue on his rating..
I was trying to help out a fellow f-body owner but wasnt sure if I could help or not..
Btw he swears he has 3.42's for rear gear.. I suggested he'd look in his glovebox for rpo code

Not a better rear. Same 7.5/7.625" 10-bolt 93 thru 02. He would only have the 3.42 gears if he has the M6 manual. 93 used 2.73 or 3.23 gears with the manual, but there were 2 different sets of gear ratios in the trans that offset the lower numerical rear gears and gave similar overall gear ratios (trans ratio x rear ratio) to the later models. Actually, it's the 93 T56 that is the bad actor, with a lower torque capacity.
If he has the A4 automatic, gear ratios (base 2.73 or "performance" 3.23) are the same for all years.
3.42 = GU6
3.23 = GU5
2.73 = GU2
