Is anyone available to look at my tune (pulled from Tunercats) 383 LT1 95 T/A

Wondering if anyone can go through the tune and see if its okay. It was dyno tuned in 2007 by D'Agastino racing in Florida, I bought the car in 2010 and its just now ready to drive but running rich. I checked it with SCAN 94/95, only code is EVAP solenoid because I removed it and haven't tuned it out yet. But, it will not go into closed loop I noticed. Also, the coolant temp on the 94/95 SCAN shows 190 while my dash gauge shows 220. Maybe the sensor is bad?? Its consisitent with the gauge until 190. One O2 sensor was "READY" and the other never became "READY" until I shut the car off. Then it was "READY" until I cranked the car back up. Then it was no longer "READY" Mods are
383 eagle forged crank, forged pistons and rods
ported LT1 heads (flow 270/190) by jordan musser
ported runner LT4 intake (modified to mate up to LT1 head)
42lb green top ford injectors
custom grind cam by alan futral 238/245
crane springs
comp lifters
comp 1.6rrs
chromoly pushrods,
new LT4 timing chain set
MSD wires with stainless guides
Accel coil
custom stainless sbc valvecovers (modified to clear alternator)
58mm BBK throttle body
new oil pump and gear set
prothane motor mounts
all emissions stuff deleted
more that im probably forgetting at the moment....
Racetronix complete plug and play fuel pump kit

I have recently deleted AC/Heat/ABS/ Power steering/EVAP.

I was wondering if it was tuned "open loop" but looking myself it seems to say 214 sec. when cold to go into closed loop

Won't go into closed loop because an O2 sensor is "not ready".

Two different coolant temp sensors for the dash and PCM. Either one could be faulty. Easy to check:

PM sent injuneer. The orange car is the one in question. Skip to about 1:30 and you can see it looks to be running rich -
