Help me get my Camaro running!

I'm working with an unknown pre-1981 GM crate motor, fyi.

I turn the key and don't hear the starter engage, head lights and guages all are active, battery has a charge, starter is brand new and worked a week ago.

I was driving the Camaro down the road when all of a sudden it shut off. I thought to myself "no prob, she's been sitting for a while I'll just put it in gear and come off the clutch (while going down a hill)." This didn't work and only resulted in a lot of bucking.

Is my motor locked or is this just an electrical issue?

If it was your motor locked up, you would at least hear the starter selonoid kick on. Best way to check to see if the motor is locked is to manually turn the crankshaft via the balancer. Im guessing that there is an electrical issue.
