HX2's and JBL's
I have (2) 1000 watt Rockford Fosgate HX2 12's. There currently hooked up to a Orion 2150sx (bridged) in a sealed custom box with exactly 1cu ft per sub and sounds like crap. Im thinking the orion isnt putting out enough power for the 12's? So im currently looking at two JBL BP1200.1's, is that too much? Should I consider just 1 JBL BP1200.1, or 2 JBL BP600.1's? Any help on this would be appreciated, thanks.

Well one thing right off is the size of the enclosure. the smaller the enclosure the crappier it sounds, typically unless the speaker is made for small enclosures.
And 1cf is too small, if you look in the book, the smalled sealed snclosure for that sub is 1.25cf, I'd personally go with atleast 1.5cf per sub, or ported.
90% of how a subwoofer sounds is related to the enclosure that it's in. Try the box first, then upgrade the amp.

Mike is right. I think your equipment is fine. 1000 watts with two HX2s outta be hitting high 140s if it's in the right enclosure. And the rockfords typically do need a little more air. I'd replace the box first and see if that helps. I may be able to help you out there.
