On the issue if the 1998 SS that may or may not be a 1LE. I didn't check the white book myself yet but Chris and Jason mentioned that there were possibly 99 of them made. It's pretty simple. If it is a 1LE the distinction will be listed in the RPO codes on the inside door jam of your driver's side door. Take a look at that list and look for 1LE, simple as that. If it is, in fact, a 1LE; you have yourself a very rare car. Also, as long as you know that the suspension hasn't been modified.... I'm pretty sure at the time GM had a deal with Koni shocks and all of the 1LE cars had Koni single adjustable shocks/struts. But also, it would be doubtful that an SS would have recieved 1LE treatments since the Z28s were the only cars that got the 1LE option if ordered. If the car is a T-top car, which I believe all SS's were if they weren't ordered as a convertible, then it probably doesn't have the 1LE parts. All 1LE's were fixed roof cars. Check your RPO codes and that's pretty much the "be all, tell all".
