Speculation is that the Cadillac LTS will be a new top-of-the-line flagship based on the Omega platform. Electra was once used by Buick for a premium flagship, so in theory it could be for a sister-car also on Omega for Buick.

For some reason I recall seeing a "Cadillac" version of the Volt which might have been called CIL. (Think 4-door, badge engineered Cadillac, not the ELR/Converj.)

There was also a "Ciel" concept which CIL resembles phonetically. But probably coincidental.

Cadillac Electra would be a better name for their Volt based car than Cadillac ELR.

Makes sense the other car to the Volt is the Amphera. So they all follow the name of something "electric" related

Or they give Buick a Volt based car called the Electra since that was a Buick name originally and Electra would fit Cadillac's current Letter names.

LTS is a given. Cadillac's flagship.

Electra is for Buick. My guess is for a version of the Volt/ELR instead of a LTS based sedan.

Cil... no idea.

Trivia:
The Cadillac Catera was an Omega platform (from Opel). Holden then took the platform, widened it and made 2 different (longer) wheelbases, and it became their V-platform. The replacement to that platform was the Zeta, developed by Holden. Now, Cadillac's upcoming flagship car will be essentially a reworked Zeta, and will be named....for Cadillac's flagship.... Omega.

Kind of a full circle, isn't it??
