You may want to see what he's calling complete. Does it include the relay and the temp switch? Well, the temp switch is pretty flimsy and will probably break fairly quickly anyway (mine did). $60.00 is not bad even if it's just the heater strap.
If your really on a budget though, and you're looking for the heater only - you might want to check this out:

It doesnt heat up quite as fast as a "standard" bottle heater, but it does the job....

www.speedshop.org has heater pads for $59.
Just the pad.. It's just like any competitors.. just no stats/pressure transducer.
I used two of them on my 15lb bottle and it got to 1200 in about 10 min.

i got one better for ya ;)
go and buy a DC/AC convertor that plugs into your cigg. lighter from somewhere like Target (got mine for 24.95), and then go and buy a generic heating pad at somewhere like Wally World (got mine for 9.95).
works like a charm and gets bottle hot to the touch in about 15-20 minutes.

"Wally World" is slang for Walmart.
the heating pad is just a standard orthopedic(sp) heating pad. you know, the kind you put on your back or neck when you have pain?? yea, one of those.

I tried that method and it did not get NEARLY hot enough.
My NX heater (pressure controlled) gets to 400+ degrees fahrenheit. No medical heating pad will do that.
Maybe you have some sort of special ninja-heating pad.. But all that I have tried failed miserably.
