It seames its only after i fill up, or mostly fill, that i smell fuel real strong comming from drivers front fender. I have read the rear is were the canister is, but no smell from there. I seam to have a fuel pressure problem to. It always takes a few primes of the pump to get her started. Could they be related? No smell around the pressure regulater or under hood at all.

Assuming you are asking about an LT1, the vacuum line to purge the charcoal canister (driver's rear fender, as you noted) is in the bundle of fuel lines that runs into the engine compartment. The vacuum line peals off the bundle mid-point on the driver's side of the intake manfold, and connects to a metal u-tube that runs under the throttle body, to the EVAP purge solenoid on the small bracket, midpoint on the passenger side of the intake manifold. Perhaps that line is cracked.
Shoebox has diagrams of the EVAP system for both the 93-95 and the 96-97 cars. You need to add a "signature" with basic info about your car - year, model, engine, tranny and any major mods - so we know exactl what setup you are asking about, and can give you more accurate answers. For the fuel pressure regulator, pull the vacuum compensation line off and check for wet fuel.
Having to prime the pump repeatedly to get it started is usually caused by rapid loss of fuel pressure. This happens due to 1) bad check valve in the fuel pump, 2) fault fuel pressure regulator, 3) leaking injectors. Put a pressure guage on the Schrader valve and see what the fuel pressure is doing when you turn the key to "on" and how fast the pressure is dropping.
