What looks like ground wire near clutch master cylinder...what is it?

What looks like ground wire near clutch master cylinder...what is it?
Actually, to be more specific, there looks to have BEEN a ground wire there, now just a ring connector with no wire attached...can't find the wire that used to be attached, but I am hoping by some miracle that this missing wire is the reason my power door locks and interior lights don't work. They stopped working some time ago after working on the car and we could never figure out why. Any ideas? about the problem i am having or the mysterious ground wire? Thanks!
