When should I replace my valve springs?

When should I replace my valve springs?
I just purchased a 2000 Z28 with a comp camp (unknown specs) and springs with approx 12k on them. Owner said I should replace them soon. Is this necessary with only 12k? If not, how often should I change them?

You need to find out the cam specs before you go replacing parts.
