They have plans to bring the Fiesta to the US market, but probably not before about a year and a half (come on!). There's also a chance that other Euro-models will come to the North-American market under the Mercury brand, probably manufactured in re-tooled truck and SUV factories.
Im sure this car will get less MPG once it comes to the US and they add a little saftey wieght and some more smogg control. Ford should be hurrying.
Don't think there ever was a "cohoots" between carmakers and big oil personally. Never found any kind of indicators for such a relationship.

Personally, I don't see any "regulations" cutting the mileage as it crosses the pond.
The bigger threat (in the past anyways) would be that Ford dopes the car down and "uglifies" it for the American market - which I hope Mulally has stopped.
The factory that will be building it, is starting to be retooled as we speak. That it was a BOF truck factory, means that the retooling is much more extensive and time consuming.
I am sure that as soon as the plant is ready to go, the car will be here. I am also pretty sure, that if this can be earlier than the projected start-up date, you can bet your butt it will be. Mullaly is throwing alot of money at these plant retoolings, to get the vehicles here as quickly as possible.
