jack bolt?

I am trying to secure my jack to the back trunk area but it looks like it just sits there. I looked at my other Firebird and it had a bolt (looks like it is welded into the body) that hold the jack in place. Is this how it is suppose to be?

Do some models not have this bolt? Odd question I know.
