Ok so yes i live in an emissions state, where cats ARE required...

I have a 97 z28 (dual cat) and i was planning on buying some paceesetter LT with AIR/EGR hook ups... but im confused when it comes to the Y... the only Y i find is their ORY.. what do i do about the cats? because aren't they connected? or am i like way off in my exhaust system understanding?

thank you for any help you guys can give

they sell catted y pipes or you can buy cats and weld them in place.

yup, but what state are you in because some states require that the cats can not be moved from there original location

.. is a normal inspector really going to know EVERY SINGLE CAR'S stock locations? even if you just put one cat on on there, it'll probably pass.

Those catted y-pipes for the Pacesetters only apply to the LS1 cars, not the LT1s

The passenger side will be a piece of cake in regards to putting a cat in. The drivers side is trickier due to the fuel/brake lines, floorboard obstruction, and the torque arm in the way. In that case, you'll want to shoot for a smaller length cat, such as a "mini-cat."
