I am getting a laptop and i was gonna download some scanning, diagnostics, etc. software on it because i hear there are tons of programs you can get for free (At least trials)
I was wondering A. what are the names of these programs
and B. Where can I get a cable that goes OBD II to USB?
Its a 95 so its OBD 1 but you need a OBD 2 style connector

I bought a cable on Ebay and paid $75 and it came with a free disk with 10 or so free software programs.

I'm not aware of "tons" of programs, but try these:
Scanning software for your OBD-I 1995:
TTS DataMaster (free download, 20 free uses):
http://www.ttspowersystems.com/
FreeScan (free):
http://www.andywhittaker.com/
pcmcomm (bundled with LT1_Edit software):
http://www.carputing.com/
EFILive V4:
http://store.efilive.com/overview_obdi.aspx
Cable available from:
http://www.akmcables.com/
Be sure to specify the 95 cable, to get the correct connector and the correct pin assignments.
Scan data interpretation:

Tuning Software:
LT1_Edit:
http://www.carputing.com/
TunerCat:

When you are on the LT1_Edit and/or AKM Electronics sites, they have links to tuning documentation.
