Ok, I got a quote from a bodyshop I trust (they've done a lot of work for my family and friends. All insurance work though, nothing "custom" like this) to basically install and repaint a 98+ WS6 front clip on my 97 Trans Am. They are quoting $1,750. Is that about right? I was expecting in the $1500 range, but I just wanted some of ya'll insight. Thanks!

Sounds in the ball park to me.
Q why do you want to change the year of your car like that? it's your call, but IMO it's going to kill the re-sale and 97's are cool in their own way.

I'm still going to keep all the body panels to convert it back if I ever want to sell it. It's honestly just because the car will be mine when I graduate. It's my present from my parents, the title to the Trans Am. Why sell it and get a 98+ one and have a car payment, when I can just put the front end on to get it how I like it and do the mods to the engine to get it to run like I want it. I'll have a fully paid for Trans Am that I can modify as I get the cash and wouldn't have to worry about another car payment since I'm planning on getting a 4 door gas saver to go to work in and drive my daughter around in. :)
