Does anyone know if there is such a thing of like a program that you can flash your own pcm with basic questions?

Sure, there's programs for that, and also hand-held tuners. For a PC based interface, you need an OBD2 version of software like LT1 Edit or Tunercat. And you need a special cable to interface to the diagnostic connector. Usually, you use a laptop, but a desktop would work, too. You should post in the Computer/Diagnostics/Programming section for this. Lots of info there.

The "with basic questions" part makes me think you are talking about something like a hypertech more than a computer-based tuning program.

Winflash and a e-mail order tune from pcm4less or madz28. If you want to tune yourself its a lot of work and a lot of driving. For odb1 its a 500 doller investment to have a decent setup, tunercat pcm file cable and wideband. ODB2 is only more expensive.
