1995 CA A4, has dual cats, OBD1, and two O2 sensors.
What pin style connection and length do I need to get? I'm going to do Pacesetter LTs.

You'll need the flat connectors. The 12" length did the trick for me.

I think that's OBD-II, isn't OBDI square?
I went with 24" and I'm just going to ziptie them to play it safe.

The flat connectors are for the front 02 sensors, the square connectors would be for the rear 02 sensors which are on the OBD-II f-bodies.

Yep, in that case, either PCM tuning or the plug in 02 simulators, which happen to be the square connectors, will do the trick.

Is it possible just to splice in 12 inches of extra wire into the O2 sensor harness? or is this a no-no and can screw up the signal?

You can splice the harnesses, but it really is not a good idea. It has been shown to create problems.
