HELP!Car won't idle very well in gear when cold!

HELP!Car won't idle very well in gear when cold!

Need help guys. I have recently rebuilt my 95 Z28. It has a new IAC, Edelbrock 52mm tb w/TPS, mid length ceramic coated pacesetters,30#Bosch injectors, comp cam 218/224 .570/.565 on a 113lsa, ported MAF,etc. My problem is that the car does not idle well at all when the car is cold, in gear. It has a tune from PCMforless that I installed with tunercat. I know my target idle in gear ranges from 875-850. But when the car is cold and in gear it idles at like 650-700 and the lights surge on the dash. I have the TPS voltage set to .65 in closed position. Do I need a scan tool to see what's going on? Or is there an adjustment I can make to solve the problem, maybe like turning the idle screw out more? I've tried to do that and the idle stays up at like 900-950 in gear no matter what the temperature is. Is my IAC bad? Thanks for any help.
