Not much you can do other then to periodically wipe them down as mentioned.

maybe mounting some kind of shield to cover the front and bottom of the headers. Just a piece of sheet metal

I'd be out there scooping up all the headers laying on the ground after the snow!! (hopefully they're not too badly dented up?? )

But uh, seriously ... I don't think there's much "preventative" stuff you can do ... only "reactive", ie: wipe down the headers, and oiling them would certainly prohibit any rust, but you'd also smoke out the neighborhood everytime you fire the car up! (that is, as long as it doesn't "fire" the car up literally! )

95% of the cars I work on (Mercedes) have undershields that keep the entire engine compartment shielded. They're just hard plastic, but remarkably effective. I'd certainly recommend fabbing something up to keep the majority of that junk from getting on the headers in the first place.

After the ice/snow melts, go to a brushless car wash with an undercarriage wash. Or just a DIY car wash and hose the underside and wheel wells really well.

If your headers aren't coated or stainless they going to rust. Its inevitable.
