tear in front bumper cover, how best to repair?

i walked out to my car about a week ago to find a tear in the bumper cover at my drivers side fog light.

i just got back from the repair shop where they looked at it for insurance purposes and they claim that they can repair the tear, then repaint that area that is repaired, then re-clear the entire front bumper.

is this the best way to repair a tear in the front bumper? i thought the plastic can't be repaired?

Yes they can be repaired with a plastic welder.The guy that does my body work bought one a couple of weeks ago.I haven't seen it work yet.
He wants to try it on mine to see if he can fix to small tears in my rear bumper.

it can be done but they will have to use filler to smothe everthing out. The filler has diffrent expansion properties than the plastic the bumper is made out of. so it will crack in the long run. Plus it may be cheaper to just replace it. parts and labor shouldnt be over 400 total.
