Is a two stage rev limiter the same thing as a 2 step??

I have a Mallory 685 and it comes with a 2 stage rev limiter and I was curious if it is the same thing.

Thanks guys. I found the destructions on Summit's website and read about it. I forgot that damn thing was on there. And to think I have been looking for a two step. That 685 really is the best all in one ignition box out there
