found a guy selling these headers w/emission hookups for $489. they are ceramic coated and include the ORY-pipe.

i was gonna get the o2 ext. and i already have percys dead soft gaskets w/ stage 8 locking bolts

A '95 is OBD1, no after cat 02s, no sims necessary. Will need extensions for precat 02s.

The whole point of having 02 simulators is so that you don't have to delete your rear 02 codes from the PCM... Also, as for the price of the headers, 489.00 isn't bad but you could have gotten them cheaper from a supporing vendor when they run specials and even Summit sells them 430.00 all the time.

the price i posted included a y-pipe. the cheapest i found them w/out the ORY was $375

He could have gotten 02 simms until he was ready for a tune if he had some other things he wanted to do though, or if he had to wait a bit before he got it done

You're not getting it.:) O2 sims are used to replace the after cat O2 sensors when the cats are deleted. They tell the PCM the cats, that are not there, are working fine. The front O2s are used for fuel management and necessary. They also would not fit, since they are 4 wire square connectors and the front ones are 4 wire flat.
